Procurement

As a registered social landlord, we are subject to the procurement provisions set out in the Procurement Reform (Scotland) Act 2014. The Act establishes law in Scotland around sustainable public procurement and also implements European Union directives in relation to procurement.

When purchasing goods, services and works we aim to achieve the best value for money whilst maintaining the highest standards of honesty, integrity, impartiality and objectivity. We want our procurement activities to bring positive benefits to the local communities we serve and to support the local economy through our procurement activity.

The Association publishes a Procurement Strategy when we expect our regulated procurement spend to exceed a certain threshold for the following year. Our Strategy sets out how we ensure we use our spending powers to deliver not only value for money but to deliver social, economic and environmental value, and how we will maximise benefits to our communities.

Procurement Strategy 2023-24

As part of our obligations under the Procurement Reform (Scotland) Act 2014 we must publish an Annual Procurement Report which captures the Association’s regulated procurement activities over certain financial thresholds for the year. Regulated procurement is any procurement for public supplies or services with a value of over £50,000, and for public works with a value of over £2 million.

Current Procurement Opportunities

We advertise all of our public procurement opportunities with a contract value of £20,000 or over on Public Contracts Scotland, an online procurement portal hosted by the Scottish Government. We encourage prospective notifications about any contract opportunities.

If you see a contract advertised that your company is interested in tendering for, you should follow the instructions given in the Contract notice or advert.

For larger contracts with a value which exceed current European Union thresholds we also advertise through the Official Journal of the European Union (OJEU).
